Akeley, Roger P.

Commissioner Akeley has worked at the Dutchess County Department of Planning and Development for the past 16 years. Prior to Dutchess County, he served as Executive Director for the Lakes Region Planning Commission in New Hampshire, as the Non-Point Source Coordinator for SE Michigan COG in Detroit, and as Researcher at Bendix Corporation in Ann Arbor, Michigan. Commissioner Akeley has also served as a Part-time Instructor in Urban Studies at Vassar College in Poughkeepsie, NY since 1985.

Alexander, Eric

Mr. Alexander is responsible for Sustainable Long Island's program and legislative priorities on Smart Growth, Transportation and Community Revitalization. Before this initiative he was the Assistant Community Development Director at Community Development Corp. of LI for the Town of Babylon's Community Development Program where he administered HUD's CDBG and HOME programs.

Anzevino, Jeffrey

Mr. Anzevino works on transportation planning issues for Scenic Hudson, Inc, a 36-year old non-profit organization protecting the Hudson Valley's unique landscapes. Mr. Anzevino has served on the Board of Trustees of the Tri-State Transportation Campaign since 1997 and is the author of Understanding Traffic: A Primer, published in 1993. Before working at Scenic Hudson, Mr. Anzevino was a Planner for the City of Cape Coral, Florida, where he served as Chair of the Lee County Metropolitan Planning Organization's Transportation Advisory Committee.

Bonke, Bruce

Mr. Boncke received a Bachelor of Science degree in Civil Engineering from Clarkson College, Potsdam, New York. He has provided services for nearly 30 years in the consulting field and has done extensive work on private development and Municipal projects. Many have involved significant public involvement. He has earned a reputation for well-designed projects that balance the developer's needs with community concerns. Mr. Boncke has also spent considerable effort on training and using his skills for improving planning and development. He prepares and instructs training programs for the Monroe County Planning Council, New York Planning Federation and American Society of Civil Engineers. His commitment to the home building industry has been instrumental in promoting quality development and continuing an important relationship between developers and communities. He is a past president of the Rochester Home Builders Association and is the incoming 2001 President of the New York State Builders Association. He is also the Vice-President of the New York Planning Federation and is a past president of the Rochester Section of the American Society of Civil Engineers.

He is President of Boncke Mueller Eldred Associates, PC, which is recognized for its involvement in the legislative process through the New York State Builders Association and participation on the Advisory Committee for the State Commission on Rural Resources. They have been involved in writing state and local incentive zoning regulations, SEQRA revisions, wetland delineation and mitigation guidelines, Clustering provisions and Conservation Easement statutes. They have implemented many projects utilizing these important planning tools.

Brand, Ronald

Mr. Brand worked 22 years with Monroe County Department of Planning, and is now retired and President of the RLB Planning Group. He is a member of the Board of Directors of the New York Planning Federation and the Upstate Chapter of the American Planning Association. Mr. Brand is also a member of the Monroe County Agriculture and Farmland Protection Board.

At Monroe County, Mr. Brand was instrumental in establishing the County 911 Enhanced Central Dispatch System, the Monroe County Arson Control Plan and the coordination of Agricultural Districting. The RLB Group currently provides planning services to the Towns of Canandaigua, Farmington, Mendon and Chili. In addition, Ron is serving as the Director of Development for the Town of Farmington, a community in northwest Ontario County that has seen 195 % growth rate since 1980.

Carman, John

Mr. Carman is a member of the National Association of Homebuilders (NAHB) Smart Growth Working Group, which developed NAHB's statement of policy on Smart Growth. He has written articles on Smart Growth for NAHB and the Urban Land Institute, and is also a member of ULI's Washington District Council Committee on Smart Growth.

Mr. Carman is a Professional Engineer and President of Rodgers & Associates, Inc., a land use consulting firm providing planning and civil engineering services in Maryland. Two of the firm's projects (Kentlands and Wyndcrest) have been presented with Smart Growth Awards by the State of Maryland.

Church, David

Mr. Church is currently Executive Director of the New York Planning Federation. A trained planner and geologist, he is a member of the American Institute of Certified Planners. He also has nearly 20 years of community assistance experience in the Northeastern United States and has directed programs for the Catskill Center, the Conservation Foundation/World Wildlife Fund, and the New York Main Street Alliance. A former chair of the Town of Warwick Conservation Board, he is serving his second term as a member of the Town of Shawangunk Planning Board in Ulster County, NY. He is a member of the Land Use Advisory Committee to the NYS Legislative Commission on Rural Resources, and serves on advisory boards to the New York State Department of Transportation, the Cornell Local Government Program, and the SUNY-Albany Department of Geography and Planning.

Dennison, Robert

Mr. Dennison has been Regional Director of Transportation for the Hudson Valley since March of 1999. He is a civil engineer and has spent more than twenty-five years designing, constructing, and maintaining public works facilities in New York State.

Mr. Dennison has worked in all levels of government: town, county, and state and understands the challenges that face local officials as they try to solve their public works problems. He is a licensed professional engineer, has served on the sub-committee on Design for the American Association of State Highway and Transportation officials and lives in Kingston, New York.

Donohue, Mary O.

Elected to serve as Lieutenant Governor of the State of New York on November 3, 1998, Lt. Governor Donohue was an integral part of Governor Pataki's reelection team. She traveled the state campaigning on the Governor's record of cutting taxes, reducing crime, cleaning up the environment and creating opportunities for individuals trapped on welfare.

Lt. Governor Donohue's experience as a teacher, District Attorney and State Supreme Court Justice has proven invaluable to the Governor as he continues to implement policies that have given all New Yorkers more hope, more freedom and a brighter future entering the new millennium.

The Lt. Governor was appointed by the Governor to chair the Quality Communities Interagency Task Force in January 2000. The Task Force is studying community growth in New York State and developing measures to assist those communities in implementing effective economic and land development, and preservation and rehabilitation strategies.

Dover, Victor

Mr. Dover, with his partner Joseph Kohl, is a principal of Dover, Kohl & Partners, founded in 1987 and based in South Miami, Florida. Mr. Dover earned his Bachelor of Architecture degree from Virginia Tech and his Master's Degree in Town & Suburb Design from the University of Miami. He has been certified by the American Institute of Certified Planners and is a charter member of the Congress for the New Urbanism.

Along with his partner Joseph Kohl, Mr. Dover's practice focuses on the creation and restoration of real neighborhoods as the basis for sound communities. He frequently lectures throughout the United States and abroad on the subject of smart growth, and has advised two governor's commissions in the State of Florida. Mr. Dover and Mr. Kohl have been recognized by Architecture magazine as being "among the country's best architects and urban designers."

Duggan, Patrick

Founded in November 1998 after a two-year planning process, the mission of Sustainable Long Island is to promote economic development, environmental health and equity for all Long Islanders, now and in the generations to come. Reverend Duggan has worked extensively in business and in the social sector. An ordained Christian minister, Rev. Duggan has served as pastor of the Congregational Church of South Hempstead/United Church of Christ since 1995. In addition he was the founding board president of the Hempstead Boys and Girls Club.

Fairweather, Peter

Mr. Fairweather has over a decade of experience leading consulting teams on projects related to strategic planning, economic development and community revitalization. His areas of expertise include strategic planning, economic analysis, and consensus building. Mr. Fairweather was on the faculty and administrative team of the State University of New York at New Paltz, and has held staff positions with New York State Legislature, the Kennedy School of Government and the Office of the Governor of Vermont. He was an Arthur Bromage Fellow at the University of Michigan, from which he holds a Master's degree in Public Policy. His baccalaureate in political science was earned summa cum laude from SUNY New Paltz.

Hoyt, William B. (Sam)

Born and raised in Buffalo's west side, William B. (Sam) Hoyt III proudly declares that he has "never strayed more than two blocks from Elmwood Avenue." Having grown up in a family committed to the ideals of public service and progressive community change,
Assemblyman Hoyt has represented the neighborhoods of Buffalo's Lower West Side, Black Rock-Riverside, and portions of North Buffalo, Parkside, and the City's University District, as well as the town of Grand Island, since May 6, 1992.

Assemblyman Hoyt counts the development of Western New York's economy as his highest priority. He has introduced legislation to encourage a "Smart Growth'" approach to combating urban sprawl. He has championed legislation to reform industrial development agencies (IDAs), and allow for local government consolidation. He has been one of the legislature's leading opponents of legalizing casino gambling, which he views as an economic threat to the region.

Jones, Stephen M.

Mr. Jones has been serving Suffolk County as Planning Director since 1993. The department, in addition to providing a variety of planning functions, is responsible for all real estate operations of the County including tax defaults, acquisitions, sales and leasing. Mr. Jones also serves as Chairman of the County Farmland Committee, and as a member of the County Sewer Agency.

Prior work included service as Commissioner of Planning and Development for the Town of Islip in the 1970's, and, in the 1980's, as a vice-president of New York Institute of Technology, with responsibilities for institutional real estate development. Mr. Jones has authored a Smart Growth primer for towns and villages in Suffolk County, and is currently at work revising the development guidelines for the Suffolk County Planning Commission to incorporate smart growth principles. Mr. Jones is a founder of the Suffolk County Planning Federation and active in the American Planning Association. He is a member of the American Institute of Certified Planners.

Kass, Jody

As Director of Regulatory Initiatives, Ms. Kass manages the New York City Partnership's Brownfields activities in connection with coordinating the Pocantico Roundtable for Consensus on Brownfields and the Brownfields Coalition, the Partnership's participation in Governor Pataki's Superfund Working Group and the Partnership's Cooperative Sponsor role in the EPA-funded NYC Brownfields Economic Redevelopment Initiative. Ms. Kass also manages and coordinates a range of regulatory requirements that arise on development projects in the Partnership New Homes Program, Neighborhood Entrepreneurs Program, and Partnership Plaza Neighborhood Retail Program. Ms. Kass handles hazardous materials issues, landmarks, archaeology, historic rehabilitation tax credits, lead based paint and other land use and environmental approvals.

Ms. Kass has worked at the Partnership since 1989 where she has helped coordinate and manage the construction of over 7,000 new housing units, representing over $700 million in affordable new housing construction. She has provided assistance to over 45 builders on problems ranging from environmental contamination to securing building and sewer permits. Ms. Kass is also a policy analyst and co-authored Building in Partnership: A Blueprint for Urban Housing Programs, the Resource Guide to the Land Use and Development Approval Process in New York, and Recommendations for Improving the Land Use and Development Process in New York.

Kitney, Karen B.

Ms. Kitney is the Planning Director of the Syracuse Onondaga County Planning Agency. She has been employed by the Agency for over 25 years. During the five-year period when she was home with small children, she chaired the Onondaga County Planning Board. Karen was the project manager for the County's 2010 Development Guide, a "Smart Growth Plan", adopted in 1991 and updated in 1999. Karen also guided the County's Settlement Plan by the New Urbanism firm Duany Plater-Zyberk, to provide urban design tools and model codes for municipalities in Onondaga County. Karen received a BA in Social Science from the University of Michigan and a Master's degree in Urban Planning from the University of Illinois.

LaRocque, Philip A.

Mr. LaRocque is the Executive Vice-President of the New York State Builders Association (NYSBA), a not-for-profit trade association representing 3,500 builders, remodelers, developers, and associate member firms through 19 local affiliated assocations across the state. NYSBA members employ over 200,000 people throughout New York State who perform or support $3 billion in residential construction annually. As the chief executive officer of the association, Mr. LaRocque's primary responsibilities are association management, government affairs, and personnel and financial management.

Prior to joining NYSBA in 1996, Mr. LaRocque was Director of Governmental Affairs for the General Building Contractors of New York State (1982-96) where he worked extensively on issues relevant to the construction industry such as labor relations, workers' compensation, and environmental and public works issues including land use, building codes, tax issues, procurement and contract administration.

Lyons, Virginia (Ginny)

Ms. Lyons has served as Chairperson of the Williston, Vt. Selectboard for the past four years. She has over twelve years of experience as an elected official. Past and present memberships on community organizations include School Board, Town Plan Committees, Educational Fund Board, and Chittenden County Elected Officials. She holds a doctorate from the University of Vermont and is Professor of Biology at Trinity College, Vermont, where she has worked for 27 years.

Ms. Lyons continues to testify at the State Senate Natural Resources Committee on legislation affecting land use, downtown development, water quality, infrastructure, tax stabilization, greenway protection, and related issues. Among other activities she recently served as panelist for the Shelburne Farms Landscape Preservation Series. Under her leadership the town of Williston continues to develop and implement policies to mitigate the effects of sprawl. Some of these are unique to the State. She works closely with landowners and agencies as well as with various elected or appointed officials to promote and maintain Vermont's traditional community environment.

Miller, David J.

In July of 1996, Mr. Miller was appointed executive director of the National Audubon Society of New York State launching one of the Society's first new state office programs under the strategic plan focusing on birds, wildlife and their habitat through advocacy and education. The National Audubon Society of New York State has grown into a comprehensive operation including a state office in Albany, a science department, and a network of Audubon centers and sanctuaries across the State.

Mr. Miller serves on numerous governmental advisory committees and conservation boards both on a state and national level, including serving as chair of Governor Pataki's Long Island Sound Coastal Commission, vice chair of the Coast Alliance and chair of Commissioner Bernadette Castro's Environmental Assistance Advisory Task Force.

Prior to his current position, Mr. Miller served as the Northeast Regional Vice President for National Audubon Society from 1988 through 1995. He was responsible for conservation policy in New England and New York State including major campaigns for Long Island Sound, the Great Northern Forest and the Adirondacks. In 1995 and early 1996, Mr. Miller served as strategic plan implementation coordinator for National Audubon Society in addition to his duties as regional vice-president.

Nolon, John R.

Professor Nolon is a professor of law at Pace University School of Law. He is the Director of the Law School's Land Use Law Center. Professor Nolon received a Fulbright Scholarship to study sustainable development in Argentina and has received several research grants to write books and articles on planning law, regulatory takings, and local land use practices in New York. Professor Nolon was selected by the Pace University Law School faculty to receive the first annual Faculty Achievement Award in1999. He writes a regular column for the New York Law Journal on environmental law. Professor Nolon served as a consultant to President Carter's Council on Development Choices for the 1980's, President Clinton's Council on Sustainable Development and as a member of Governor George Pataki's Transition Team.

O'Brien, Kevin P.

Mr. O'Brien assumed the Chairmanship of the Town of Clifton Park Planning Board in 1991, following six years of experience as Chairman of the Sand Lake Planning Board. His knowledge of planning issues and state SEQRA law has proved extremely valuable in endorsing and implementing pro-active planning strategies for a growing suburban community.

During his tenure he has not only gained the respect of three different Town administrations but also of applicants and residents. For the past eleven years, he has presided over the preparation of three generic environmental studies, consulted with elected officials regarding zoning revisions, served as an advisor to the Comprehensive Plan review committee, and represented the Planning Board before numerous governmental agencies and civic organizations.

Rubin, Laurence K.

Commissioner Rubin has served, since January 1, 2000, as the Commissioner of the Erie County Department of Environment and Planning. He was appointed to that position by County Executive Joel A. Giambra. The Department of Environment and Planning includes the Divisions of Economic Development and Planning, Environmental Compliance Services, and Sewerage Management.

Prior to assuming his current position, Commissioner Rubin served as Special Counsel with the law firm of Kavinoky & Cook, LLP from 1994-1999; Corporation Counsel for the City of Buffalo and the chief legal officer for the City of Buffalo, the Buffalo Board of Education, the Buffalo Sewer Authority, the Buffalo Water Board and the Buffalo Municipal Water Finance Authority from 1992-93; the City of Buffalo's Commissioner of Community Development from 1988-92; General Counsel for Buffalo Development Companies from August 1984-88; and, Assistant County Attorney, Erie County from 1978-94.

Sanford, Beverly

As Associate Director, Ms. Sanford oversees the Institute's administrative operations and directs community relations and publications efforts. She is program coordinator for the Statewide Shared Services Program (SSSP) for School Districts and Municipalities. She speaks to a range of groups, locally and statewide, on issues such as Smart Growth and regional collaboration, and serves as the Institute's point person on Smart Growth. She also acts as Institute liaison to a range of national organizations engaged in regional issues.

Sitler, Daniel

Mr. Sitler's areas of expertise include community planning, economic development, land use/master planning, environmental and regulatory processes, and urban design. Mr. Sitler serves as Coordinating Vice President responsible for the operations of the firm's four offices. He has developed broad experience in the management, design and implementation of both private and public sector projects. He has a Bachelor of Science from Pennsylvania State University and a Master of Business Administration from the State University at Buffalo.

Stein, Ron

A financial planner and investment advisor, Mr Stein has been a strong advocate for socially, environmentally responsible and community-oriented investment for nearly fifteen years. A founding board member and president of Vision Huntington, Inc., he is committed to informing government, business and the community at large on Smart Growth planning and land use concepts.

Stid, Larry

Mr. Stid has over 20 years of experience in Community Planning, Design and Management at the Regional and Municipal Government level, as well as private consulting practice. Currently the Director of Planning for the City of Rochester, New York, Mr. Stid is in charge of Comprehensive Land Use and Strategic Planning, GIS and Data Systems Management, Waterfront Development and Citizen-based Neighborhood Plan Development. Mr. Stid is a graduate of Michigan State University with a B.A. in Landscape Architecture and Urban Planning.

Treadwell, Alexander

Secretary Treadwell was appointed New York State Secretary of State by Governor George E. Pataki on January 4, 1995. Under Governor Pataki's Administration, Secretary Treadwell strengthened the Department of State's historical role as the link between state government and local governments. Through the Department's Divisions of Local Government, Coastal Resources and Code Enforcement and Administration, Secretary Treadwell has sought to make the Department a one-stop-shop for providing and coordinating state technical assistance and services for New York State communities. His board responsibilities include serving as Vice-Chair of the Quality Communities Interagency Task Force and Chair of the New York City Watershed Protection and Partnership Council as well as serving as a member of the board of the Environmental Facilities Corporation.

Yaro, Robert D.

Mr. Yaro has served as Executive Director of Regional Plan Association since 1990. Headquartered in Manhattan, RPA is America's oldest and most distinguished independent metropolitan research and advocacy group, which has shaped the development of the New York metropolitan region for more than 75 years. Mr. Yaro has taught urban and regional planning at Harvard University and the University of Massachusetts for more than 15 years, and at the Harvard Design School in Cambridge, Massachusetts since 1996. He chairs the Empire State Transportation Alliance and is on the board of directors of the Institute for Urban Design, the Growth Management Institute and Sustainable Long Island.

From 1985 to 1989 Mr. Yaro was Associate Professor of Regional Planning at the University of Massachusetts at Amherst and founder and Director of the University's Center for Rural Massachusetts. In this role he developed innovative land use planning and visual simulation techniques that were published in his award winning 1988 book, Dealing with Change in the Connecticut River Valley. From 1976 to 1984 Mr. Yaro served as Chief Planner and Deputy Commissioner of the Massachusetts Department of Environmental Management. There he developed and ran the state's largest urban revitalization and environmental protection programs, including the 14-city Urban Heritage State Park system. Prior to this he worked as an urban planner for the Boston Redevelopment Authority, where he worked on the City's waterfront redevelopment program.
